Felino Palafox Jr.

Felino Palafox Jr., a world-renowned architect and urban planner proposed sandbagging flooded areas and pumping out floodwaters. This includes the construction of Parañaque spillway connecting Laguna de Bay and Manila Bay. This spillway can serve as a canal that could lessen the flooding. He presented this idea in a cabinet meeting, along with a powerpoint presentation about "Metro Manila Transport Land Use Development and Planning Project". This plan can cover 40 towns and cities which would help prevent or control flooding in the said areas.
